    He was talking about open architecture in the sense of open development, meaning dezentralized development, meaning different teams from different organizations produce different designs and how to integrate them. Successful software with an open architecture are Linux, Mozilla, Eclipse with their plugin structure (or similar), which allow other developers to contribute and even change the archtitecture of the system if its ok with the system model.
